SARS Deploys Agentic AI and Digital Tax Identities as Revenue Collections Exceed R2 Trillion

The South African Revenue Service (SARS) has unveiled a sweeping artificial intelligence-driven modernisation programme designed to automate tax administration, strengthen compliance, and accelerate digital service delivery across the country’s revenue system.

The initiative, known as Modernisation 3.0, was officially disclosed alongside SARS’ announcement that it had collected more than R2 trillion in net revenue during the 2025/26 financial year, marking the first time the institution has reached the milestone. The agency attributes part of this performance to increased use of data science, machine learning, and intelligent automation.

At the centre of the programme is a vision to transform SARS into an AI-enabled, insight-driven tax authority capable of delivering real-time compliance monitoring and seamless taxpayer experiences.

AI Moves to the Core of Tax Administration

SARS is expanding its use of artificial intelligence beyond customer service and into the operational heart of tax collection.

The organisation has confirmed plans to deploy agentic AI, intelligent case management systems, and advanced risk engines that automatically identify potential compliance risks using data from employers, banks, insurers, medical schemes, retirement funds, and other third-party sources.

The new systems are designed to automate routine administrative tasks while enabling SARS officials to focus on complex investigations and high-risk cases.

This represents a significant shift from traditional audit-based models towards continuous, data-driven verification.

Digital Taxpayer Identities to Replace Fragmented Systems

A cornerstone of Modernisation 3.0 is the introduction of a unique digital identity for every taxpayer and tax practitioner.

Secured through biometric verification and two-factor authentication, the digital identity will consolidate multiple SARS accounts into a single platform, enabling users to update information, manage tax affairs, and make payments without direct intervention from SARS officials.

The agency expects the technology to reduce identity fraud, improve security, and simplify interactions between taxpayers and government.

Auto-Assessments Expand as AI Scales

SARS reported that more than six million taxpayers received auto-assessments during the most recent filing season.

Using machine learning models and third-party data sources, the system automatically calculates tax obligations and processes refunds without requiring manual submissions in many cases.

Taxpayers due refunds received payments within 72 hours in eligible cases.

The expansion of auto-assessments signals SARS’ long-term ambition to create an environment where compliance becomes increasingly frictionless.

E-Invoicing and Real-Time VAT Reporting on the Horizon

Modernisation 3.0 also includes plans to digitise value-added tax reporting through electronic invoicing and automated VAT assessments.

The proposed framework aims to enable near real-time reporting of transaction data directly from business accounting systems to SARS.

The initiative is expected to reduce administrative burdens for compliant businesses while strengthening the agency’s ability to detect fraud and close the country’s estimated tax gap.

What It Means for South Africa’s Competitiveness

SARS’ AI deployment positions South Africa among a growing group of countries using advanced technologies to modernise public sector operations.

For businesses, the message is clear: compliance is moving from periodic reporting to continuous, data-driven verification.

Companies that invest early in digital accounting systems, data governance, and automated compliance processes are likely to be better positioned as SARS accelerates the transition towards real-time tax administration.

For government, the success of Modernisation 3.0 could provide a blueprint for wider AI adoption across public institutions, demonstrating how technology can improve efficiency, increase revenue collection, and strengthen service delivery at scale.
