South Africa’s Department of Home Affairs (DHA) formally opened its briefing process today, 15 May 2026, for Tender DHA04-2026, inviting accredited service providers to establish a dedicated ICT Portfolio Management Office (PMO) that will drive the department’s digital transformation strategy over a 36-month contract period.

The briefing session, conducted via Microsoft Teams this morning, marks the official engagement window before the submission deadline of 29 May 2026. The opportunity is restricted to service providers accredited on the State Information Technology Agency’s (SITA) RFB Contract 1183 transversal framework.

What the Tender Covers

The DHA is seeking a service provider to configure and customise Microsoft technologies to standardise governance, automate workflows, improve visibility of benefits and risks, and enable data-driven decision-making for effective portfolio management aligned to the department’s digital transformation strategy.

The scope is significant. The department positions itself as a mission-critical institution at the centre of South Africa’s national identity, security and service-delivery ecosystem, and states that as the custodian of civic services, immigration management, population data and national identity systems, the DHA depends heavily on reliable, modern, secure and integrated ICT capabilities to fulfil its mandate.

Why This Tender Exists

The DHA has been candid about the systemic gaps driving this procurement. Historically, its digital initiatives have been implemented through disparate projects spread across different branches and functions. While many of these initiatives have delivered value, the absence of a centrally-governed PMO has resulted in several systemic challenges.

These challenges include fragmented ICT planning and prioritisation leading to overlapping initiatives and duplication of effort, inconsistent project delivery practices with varying levels of documentation and governance, limited visibility of the full ICT investment landscape, difficulty scaling digital services due to siloed systems and legacy technologies, heightened cyber security and data privacy risks, and increasing citizen demand for digital and accessible services requiring coordinated transformation rather than isolated upgrades.

The strategic stakes are considerable. As the DHA advances major strategic programmes including the modernisation programme, the national identity system, electronic travel authorisation, secure border management technologies, automated immigration systems and interfaces with other departments, there is a critical need for a central structure that ensures alignment, oversight and cohesive execution.

The department has stated that the establishment of an ICT digital transformation PMO is no longer optional. It is described as a strategic enabler that ensures the DHA can deliver world-class digital services, strengthen national security, and meet the expectations of citizens, businesses and government partners.

Who Can Participate

Participation in DHA04-2026 is restricted to firms already accredited on SITA’s RFB Contract 1183. This transversal framework, administered by the State Information Technology Agency, pre-qualifies technology service providers to deliver ICT solutions across South Africa’s public sector. Companies not yet on this framework are ineligible to bid directly for this opportunity, but may explore subcontracting arrangements with accredited primary bidders.

The 36-month contract duration signals a long-term institutional relationship. Winning bidders will be embedded within the department’s transformation architecture, with direct exposure to national identity systems, immigration infrastructure, and civic services platforms.
